This is a picture of King Gildor of Elenor and Serena. Gildor had met Serena in Sigil (AD&D, Planescape campaign setting), where she has an archery shop (Serena's Shop of Bowing).
The picture shows them just after Gildor has beaten the evil wizard Morion (who had kicked Gildor out of his kingdom) and has reclaimed his throne. They're standing on the Tower of Stars, the huge tower after which the elven kingdom of Minas Elen has been named. Gildor is holding up his sword, Elenion Ancalima, one of the Light Swords.
A few weeks after this scene, Gildor got married to Serena.
